Years ago a friend I had worked with on the road was visiting my country and stopped by to hang out for a day. We were siting in my back yard and he pulled out a blunt and asked if it was OK. I said sure.
He lit up and took a drag and then some guy rounds the corner of my house running for the back fence and up and over.
Then a cop runs past us and over the fence. Then a dog followed by two more cops. the cops help the dog over the fence and off they all go.
After a bit I said ‘Don’t worry. Happens all the time.’

It’s there to protect the people on the ground not the jumpers. If you are coming out of the building and someone jumps instead of being killed by a human projectile you get splattered with some fluids and pelted with some chunks. Unpleasant but not fatal.
