The way I see it, such a law would likely eventually result in about the median income being able to vote, and anyone much below the median wouldn't.
Net positive tax payers are far less likely to vote for bigger government, so I believe they will naturally keep government small, and expect to get good bang for their buck.
Under such a system I'd also think it'd be good for people to forego government handouts if they feel they don't need them in order to be able to vote.
I like to call this the "No representation without taxation" clause, or a "Beggars can't be choosers." rule.
I'm interested in if Anarcho-Capitalists feel that this wouldn't stop government from growing, and if so, by what mechanism?
