Every strength is a weakness, and vice versa.
The government needs a functioning economy. They cannot turn off the whole water supply to stop some from drinking.
The regime needs online retail and online trading of stocks and shares.
If i am a Canadian trucker, and i sell you a valentines card for $100, on eBay, i get the donation, and it looks like a relatively normal trade, and its very difficult for the banks to shut that down. Similarly i am a Canadian protestor, and buy shares in ShitMasks Inc., for ¢10/share, and sell a donor the shares for $100/share, i get the donation, and it looks like a normal transaction that is difficult to stop.
Especially if it is torrented and smurfed.
Use the enemy's system. Camoflage yourself as the enemy. Hide in the noise, in the crowd, in plain sight.
Forget technology, use concepts.
If you can't win the game; change the rules.

This is a problem that will get worse in near future.
The company I work for is literally building a completely digital / paperless ID system controlled by the government. Once in place, it will soon become the de facto standard then it will probably be a requirement for all governmental services and after this everyone not compliant enough will not only get his bank account frozen, but his ID/Driver's License revoked as well.
