A futile gesture. They can't realistically tow them away. They will have to be refuelled. They can always siphon fuel from cop cars i guess, or bring fuel across by boat, use crowds carrying empty jerry cans to overwhelm the police. 24-hour shift work for the cops to try and stop it.
