When there are not enough 6 win teams to fill every bowl slot, teams get in off of Academic Progress Rate (or APR), which factors in a few things like graduation rate and classroom performance. Minnesota was tied for 8th best APR in the country and thus got in the one available slot for a 5 win team.
The kicker: They finished last in the Big Ten West.
