What it does
Eligible immigration-support service providers, employees, and volunteers can apply through the California Secretary of State for a substitute address rather than using their actual home, work, or school address in relevant public records.
To qualify, an applicant must be affiliated with a covered immigration-support-services facility and document a relevant threat, harassment, or violence within the preceding year. The law also creates protections against online publication or trafficking of an enrolled participant’s personal information or identifying image—but it requires a high intent threshold. Liability is not based solely on recording someone, criticizing an organization, or causing subjective discomfort.
The conduct must involve the legally required specific intent to have someone imminently use the information to commit likely violence or make a threat that produces an objectively reasonable fear for personal safety. Remedies may include injunctions or declaratory relief, attorney fees, and damages—up to three times actual damages, with a $4,000 minimum in the reported final-version description.
