Compliance in advance, giving up your own existing legal rights is their dream. They are breaking the law, don’t move your behavior to accommodate.

  Also, don’t make it easier for them to find others without passports. Because it’s the right thing to do, but also if you let a regime go on like this, eventually you will be in the out-group as well.
