Question about tortilla throwing:

So throwing tortillas at the Texas Tech games is a warning for the first one, then they start assessing monetary penalties, and also 15 yard penalties. I have a question about this.

What would stop an opposing fan from throwing a tortilla and getting the penalty on Texas tech? I think if the fan was far enough back, nobody would know it was an opposing fan, Tech would get the penalty, and by the time they found out the person was an opposing fan, it would be too late to take the penalty back.

Also, what would stop a group of opposing fans from dressing up in Texas Tech gear, and then doing the same thing? One person throws, Tech gets the penalty, the fan gets kicked out, next fan up does it, rinse and repeat. They could even spread the fans out throughout the stadium so it wouldn’t look suspicious. Just seems like those opposing fans could really screw over those Red Raiders.

Edit: I know this goes against good sportsmanship, I was just curious about this though.
