I think many Twin Peaks moments are scary, Game Of Thrones’ “Hardhome” was also very thrilling and Buffy The Vampire Slayer’s “Hush” too.

But The scariest moment for me was the Season 6 finale of The Walking Dead when Negan arrives with that whistle, I have never been that tensed by anything I have seen on TV.
