Basically, the reverse Julian Edelman- guys who were great in the regular season, but consistently quiet in the playoffs, or outright bad.
Mark Andrews has recently gotten a fair share of this criticism. Diggs also has had pretty low playoff stats with the Bills, although you could argue he was helping other guys to get open. Similar story with Marvin Harrison on the Colts, I believe.
