Win or lose they clearly have issues that go beyond a new QB. Is it lots of busts on offense, culture, or just poor coaching and a stale program?

Recruiting has been ok, but not elite so they need a high hit rate to be really special. IMO they need to take a serious look at the program. They have not looked (or rated by S&P+) even close to a championship team for what looks to be 3 years in a row.
