Mario has two prominent clone characters: Luigi and Wario. Luigi is an alternative version of Mario but not as prominent as he wasn’t the main character. Wario is supposed to be an evil clone of Mario.
UNC has two main in-state rivals, NC State and Duke. NC State is the Luigi rival to UNC’s Mario as they are the official state sponsored rival. Meanwhile Duke, a private school, is the evil rival, denoted by their mascot being a devil.
Waluigi is a combination of both of Mario’s clones and also isn’t even a real Nintendo character (he was made by Camelot for Mario Tennis). Wake Forest is both a private school like Duke (and have an evil mascot, a demon) and is an alternative school that’s less prominent than their counterpart like NC State, making them the Waluigi of North Carolina. They’re also not even a real rival of UNC, just like how Waluigi isn’t a real Nintendo character.
