This had to be one of the strangest rules in sports. I know PSU was impacted by this once against Michigan in 1993. They reached step 3, a loss of TO. Predictably the crowd seemed to get a little louder each time the refs stopped play. Was this rule ever applied to anyone else? This is the only instance I’m aware of.
