Why does the audience who don't know the question vote in who wants to be a millionaire

Do the audience have to vote? If there’s a few people not voting will they fully wait until all of them have?

Obviously you’ll still get some confidently wrong answers but removing the votes of people who have no clue would help massively. Does anyone know if the audience has to vote?
