The fans clearly wanted a more serialized style of show, the writers clearly didn’t; and kept telling us how annoying we were for wanting that. Think it’s pretty obvious they intended for Summer’s friend Tammy being a secret agent as a one off joke. They never thought people would care about that plot and take it seriously. Evil morty is another example of a one off joke that was never meant to go anywhere, he shows up in S1 then isn’t mentioned or seen again for years lol
