Does Person of Interest become better later on? (No spoilers please)

I just finished episode 14 in season 1, and for all intent and purposes it might as well be episode 2 or 3, as nothing much has changed.

Does it stay like this throughout the show? The show has an impressive 8.5/10 on IMDB and it gets praised here ever so often so…?

Is it a Star Trek:TNG / Avatar:TLA season 1 thing where the lore only really opens up from season 2?
