Currently there is a singular representative for each district in the Senate and house. 2 senators per state and varying congressman for each state in the house.
This causes large number of voters who didnt vote for the representative to not be represented.
I propose a slight change.
Have multiple representatives for each District, and their vote is determined by the percentage of the vote they got.
For instance if the second senatorial district of North Carolina had 45% republican, 50% Democrat, and 5% libertarian, then there would be 3 representatives. A Republican senator with 0.45 of a vote, a Democrat with 0.5 of a vote and a libertarian with 0.05 of a vote.
With this everyone will be represented. Even small parties can create an impact in the federal legislature as their votes will add up among many representatives.
One major flaw is a huge increase in the number of representatives. Building modifications or new buildings will have to be made in DC to account.
Edit: Just realised the title sounds like I'm talking about the Republican party. I am only talking about the governmental system of a republic.
