I named it partdec. It’s inspired by axel, aria2, and gnu/posix split.

Use cases:

• Download Acceleration
• Data Partitioning and Distribution
• Large File Management

Niche use cases, but you can also use it as a normal downloader, file transfer tool, or file splitter.
