are captions that say "[speaks in foreign language]" a reportable offense to the FCC?

i remember reading a post somewhere saying that if you see this type of captioning you can report it (i believe to the FCC), but i don’t know if that’s actually true (or if it’s something my brain made up).

does anyone know for sure?
