How come Doctor Who doesn’t have as many episodes per series?

It used to have 13 episodes per series but now it is only 8. I think that was my biggest gripe with the new series. There wasn’t enough time to get invested in the 15th Doctor and especially Ruby Sunday as a result of that factor.
