It’s disappointing to see the article only mention the cost of such upgrades. The value is enormous as well. Upgrading the busiest rail line in the country would have a positive impact on many many people for decades to come.
That’s typically how mass transit is covered; as a cost, with no mention of benefits.
Roads don’t get covered in the same way as they’re generally not seen as profit-making enterprises.
