I know it’s illegal for international student athletes to receive any NIL in the US, but what about from international sponsors/places outside of the US?

For example, let’s say there’s an international DI student athlete in football who ran track for their country in some international competition and won a medal. They do not receive any NIL in the US but they receive large amounts of money (let’s say ~$5k/month USD and cars like a Lexus) from sponsors from their home country along from the government because of this achievement. Is that still an infraction and should be reported to the NCAA?

It’s a stupid question but I was talking with some people about this and this was a debated topic and seemed like there were loopholes to the whole NIL scheme for international athletes and wanted some clarity.
