Since 1968 since that’s when the AP started naming its national champion after bowl season. If a school has at least one AP or Coaches’ poll title since then, they’re not eligible, so no 1998 Ohio State, 2002 Miami, 2005 USC, 2011 LSU, 2016 Alabama, etc.

My vote is 1998 Kansas State. I strongly believe they were not only the best overall team that year, but the best single-season team from 1996-2000. They were absolutely stacked on both sides of the ball and had the mix of talent and coaching that no other team that season had. Michael Bishop IMO should’ve won the Heisman; Ricky Williams was completely shut down against KSU. The loss to A&M was one of the flukiest you’ll ever see considering how the game played out and how superior KSU was. I’d pick that team straight up against many national champions from before and after.
