I would say Damages and The Shield, just watch the first episode of Damages to see why.
The Shield may seem out of place here but its camera work I think inspired a lot of other shows and movies later on, the music was 100% diegetic (in universe), and it took the procedural cop format and evolved it into a full-on serialized show, while still leveraging procedural elements.
