Season 1 of Game of Thrones had some episodes that were too short so the creators needed a way to add more “filler” and extend the episode run time. The cheapest, easiest and quickest way to do this was to have 2 characters just sit in a room and chat. The best example of this was the Robert and Cersei scene where they talk about their past history and troubles. One of the best scenes in the early seasons was basically done as an afterthought to add more time to the episodes.
