Heard of the concept of nerfs? You have to tone down the performance of an item of skill because it's too good to exist inside the environment created by the "experts", the creators of the game.

Consider this. A developer creates a game and the items within. They do their best and are the ones in charge. They make an item and write the code to give it life. They supposedly have all the incentive to make sure that the item is compatible with the game they have created. They supposedly, having created the game, know what is best and what should work.

Users come along and proceed to break the game. Almost every time across every genre, gamers exploit, expose and ensure the maximum amount of fun for every item that exists.

There is an entire industry developed around speed runners who complete games long before the developer thought it should be possible. The term "nerf" is necessary simply because users exploit the capabilities of items far beyond what the developers imagined. The idea of a nerf, is a desperate attempt by the creator to keep control of their world.

Now to tie this in with the real world. It's the same thing. Regulations reduce the effectiveness of goods and services so that they stay in line with what the rulers envision for "their" society. Every regulation is a nerf to that service. A reduction in efficiency.

What's actually beautiful to this is that once an item or service is released to the world, users, exploit and maximize usage far beyond what a single person or entity thought possible. Practically quantum computing vs. single core slug speed.

IP laws, regulations, copyright, all restrict the possibilities of the human race. Imagine how far we might be without the throttle of government oversight.
