There is a concept of 'Fullness of sin.' Those that have a will toward evil, they are turned over to evil so that they can reap the full rewards.
Those who are tempted by evil are also hurt by the evil they do so that they can learn the error of their ways and repent.
Those with a will toward good have to live among the evil ones as a way to build up our virtue.
The system works - but evil is ugly. Very ugly, and it does hurt the innocent.
