Dear Local Government:
We would like to start by first recognizing your enthusiasm. You have certainly demonstrated a desire to go above and beyond the original duties laid out in the scope of services, and the sentiment is certainly appreciated.
Unfortunately, we have been made aware of apparent negligence of our original contract. The original scope of services emphasizes sufficient maintenance of shared infrastructure, such as roads, and general public safety.
While we see you have spent the majority of the fee on public safety, it is unclear these efforts have delivered increased safety to the public. In fact, we have been made aware of some sub-contractors allegedly terrorizing citizens -- can you tell us a bit about that?
In addition, the condition of streets and other shared infrastructure has become unacceptable. As the primary consultant, it was our expectation that you would effectively manage funds to support easily foreseeable long-term maintenance needs of existing infrastructure. Instead, infrastructure has been expanded using the funds provided, as an apparent tactic to increase your fee through new subdivision development. This is not only unethical, but a drastic misuse of the fee we originally provided.
We’ve also noticed parts of the fee going towards support for “specialty projects” each year. This was not originally laid out in the scope of services, and we would appreciate some proof of return-on-investment. If a return-on-investment is being made, those funds should go directly towards infrastructure maintenance, as laid out in the original scope of services.
Regarding funding of street maintenance, we have also been made aware that you are leveraging this contract to access debt, another apparent method of increasing the fee we provided. We noticed you have also imposed additional fees on us, the client, in an effort to fulfill that original obligation, as laid out in the scope of services.
These apparent efforts to increase your fee are contradictory to other uses of fee we have been made aware of. For example, the amount of fee we are able to provide you is expected to increase each year, incrementally, through new business growth and development within existing neighborhoods. A portion of your fee has been allocated towards efforts that drastically hinder the growth we had expected.
The development codes you adopted, for example, do not enable seamless reuse of vacant lots and structures. This has caused expected revenue to stagnate, and is counterproductive to your apparent efforts to increase your fee through administering fines on citizens and subsidizing development growth that has not proven to be fiscally productive.
We are deeply disappointed in the services you have provided. You have demonstrated your service not only to be ineffective, but have mismanaged the originally provided fee in a way that nearly demonstrates malice.
You are hereby fired by the client.
