Not wearing a mask in public doesn't violate NAP because NAP doesn't include risk (risk being the possibility of a harmful act). NAP is defined by harm or threat to harm. If risk is involved with NAP then NAP becomes subjective to democratic appeal. How can we possibly determine what level of unacceptable risk crosses the threshold for NAP? I would even argue that the concept of risk-centered NAP has allowed the government to infringe on many liberties.
