There are groups rising against HR departments believe it or not.
Ive seen HR successfully scared shitless by lawsuits. Like people quitting and stuff.
Sometimes there is no where to go. The market gets cornered. What you need to do in that case is form a group, network and mount a offensive strike against the company using religious freedom and other rights as a weapon.
Have everyone in the group send emails at once. Get lawyers involved. Make them afraid.
