My understanding of the true purpose of sanctions being either to punish the government by punishing its citizens, or forcing its citizens to turn against their governments on behalf of the opposing side. If the US cuts travel to states that in particular rely on travel as part of their economy, would this not be an act of "war" against states to either force governments to impose the policies they want to drive up stafety, or force the citizens to force the hand/recall their governors to ones that the federal government favors?
