It started out as a simple wedge issue; they wanted to be able to attract a certain type of sanctimonious voter, who didn't actually agree with the issue as it pertained to their individual family and loved ones. They just sort of voted for it anyway, based on combined blather-value and lack of understanding of pregnancy medical care, and part of the deal that they were unaware of is that the politicians were too smart to actually let it happen so the consequences would come true.
At this point, though, they know. The explicit feature that they'd like to be in charge of a type of government that can enact horrific consequences on "its own people," and cannot be removed even if a clear majority of "its own people" want it to be, is at this point, the goal.
