Shadowbans are sitewide and almost always automates actions to counter spam.
Your chances are better if you avoid doing “spam-like” things:
- Using URL shorteners
- Posting links to several subreddits at once
- Using a lot of links in your comments
- All of the above on a fresh account
- etc.
If you are unlucky and caught in a false positive, there is an /appeals form that is usually helpful.

You can also get shadowbanned on a specific sub. But I’m guessing OP is asking about sitewide
