I agree with you. I think that they think they’re being “cool” and patriotic while actually being completely ignorant to flag code and about the no quarter flag.

Flag code only applies to actual flags. Not badges, shirts or any other examples you can come up with.
Not a no-quarter flag. Look at the examples here. en.m.wikipedia.org/wiki/No_quarter
