The second video with ThaBeast explaining the level shows the creators upload video yes. The level creator must beat the level for it to get uploaded to the servers. So in this case uncleared means a not cleared by anyone other than the creator.

I’ve never played so I’m not sure what the systems are. Is that video not showing someone complete the level? Is it the level creator having to prove it is solvable to submit it?

Yeah, the levels have to be cleared by their creator before they go up.
