It’s not possible to remove it and we’re stuck in the position where it’s holding enough unexploded bombs to devastate a kebt coastal town and send a tidal wave through London.

Exactly this.
Cant’ touch it for fear of exposing white phosphorous to water and causing an explosion.
There was a plan to put a concrete bund over it but that’s been kicked down the road for what now, at least 40 years and they probably don’t want to do that for fear of giving first time buyers hope that they’ve started building projects. 🤣
