From an access standpoint, someone would need to know they can request a free ID. The people who need the free ID are the mostly likely to not have the tools or education to request one.
Everyone should automatically be given an ID.

Exactly. And asking for one requires time and energy the people without resources are unlikely to have. Everyone should be registered and provided with the means to vote by default.
