So vandalising a plane is terrorism, but I’m guessing direct action that seeks to use fear to stop the actions of certain civilian groups isn’t?

Unfortunately that may very well be what happens. But given this seems to have literally happened yesterday, drawing such pessimistic conclusions now would be wrong.
