It might be difficult for him. Canada’s immigration system is primarily built on skills. Highly skilled and in demand workers have a comparatively easy path. Skilled in this case can mean different things but typically requires a trades certificate or university degree and several years of full time experience. If he doesn’t clear that bar then he needs to go through a provincial program which may have different skill requirements, but would require him to live in a specific place for several years.

From your description it sounds like he works less than full time in a low skill area. It may be difficult for him to qualify.
