How would you photoshop that seriously?
Take a stock image of a carousel and photos of the people on it. Clip their faces or whole bodies (it doesn’t have to be neat or perfect) and arrange them on the horses.
Oh, and for the flag, just look for some free vector art of the flag and of a circus tent.
