Coding is all done in the language of the code… if, and, or, for, include, except, etc. It’s not exactly a vast array of words you need to know to be able to code.
Also, I can only speak for Sweden, but I started learning english in third grade. These days they start in kindergarten. Basic stuff, days of the week, 1 through 10. But still.

Are you coding in basic? Look at the std libs for any modern language and there is a plethora of words to learn to program effectively.

The words you need to “know” to code, compared to what you need to know to communicate effectively, are but a promille.
He also specifically said “learn to code”. Beginners often struggle with the concept of a loop, let alone trying to import a bunch of libraries
