Wikipedia doesn’t mention it. Apparently the “the” was added because it fit the rhythm of a song, so the name “Smokey the Bear” became popular. Both get used frequently.

I’m sure there’s internet pedants that will come out of nowhere to correct anyone that calls him “Smokey the Bear” tho since apparently “Smokey Bear” is the official name.
