Could be. Just explaining why it could be an unhinged goofball, too. Even bad people can be goofy. Only context we do not have could definitively prove it one way or the other.

One of my managers is like this, it’s all just jokes and fun. Jobs suck and it’s fun to just be a little taboo sometimes
