The liberal would probably say something like “the social contract prevents this kind of behavior, enlightenment thinking, etc.” The materialist would point out that behavior is exactly what society is organized around, because we have mutually exclusive class interests with the people doing the taking.

Broadly, here’s the wikipedia page. In this exact context, Idealism is the belief that human development and conflict is a conflict between ideas, as opposed to physical reality. You may see this framed as “great men and their ideas”.
Materialism on the other hand holds that human development is a product of material conditions, specifically around ones relationship with the mode of production.
