And even if these were to occur regularly… It’s certainly a controversial use of money, lol.

That makes more sense and would be legal.
Nonetheless… If someone is caught on crime doing something, it’s really hard to just avoid going to jail, right. Might still be a waste.
At least, it would be better spent strategically on cases that could be won, IMO.
