The wiki should have some good recommendations, but with a budget like yours I’d recommend the Chiseled Face Legacy. It’s available in Titanium asking with some other metals, either polished or not polished.

It’s a forgiving razor that’s very efficient at the same time, and they’re made by Ron at Chiseled Face. He’s a great guy.
