That link helped me to understand what Nitrous oxides used in fertilizer actually do. Seems like it's not a huge problem unless it gets into the atmosphere.

The Dutch gov't's decision to reduce the use of these fertilizers could also have something to do with the fact that much of the world's nitrogen fertilizers are produced in China, Russia and India. I can imagine that there is a shortage of these fertilizers in the western world as nations take sides in the current conflict. So perhaps the government restricting their use in the Netherlands is a way to cover up the fact that the farmers couldn't get fertilizer if they actually needed it, and so preserve the illusion of stability for a while longer.
