The estimated cost from Intoxalock and their other competitors is $3/day (in perpetuity) + calibration services every 60 days.
The costs of drunk driving in the bill ($44 billion) are almost entirely associated with DUI compliance - fines, fees, and insurance costs. The actual property costs are significantly lower - I'm guessing something on the order of 1 billion. The cost of this bill to new cars will be at least 1000 to 2000 per car or 17 billion to 34 billion per year, or more if the IIDs require a perpetual subscription.
